The historical town center of Ramona, California is located in the Santa Maria Valley. The current town of Ramona was founded in 1886, when a land speculation syndicate, headed by Milton Santee, "organized the Santa Maria Land & Water Company and acquired 3,200 acres for a townsite in the Santa Maria Valley and named it Ramona". As an unincorporated town, Ramona's plenary local governing body is the San Diego County Board of Supervisors. However, many governmental functions operate at the local level in Ramona. With one exception, public schools in Ramona are operated by the Ramona Unified School District, which is governed by an elected five person Board of Trustees. On January 2006, Ramona Valley was designated the country's 162nd American Viticultural Area (AVA) by the Alcohol and Tobacco Tax and Trade Bureau, which recognized the area for its distinctive microclimate, elevation, and soil attributes. Notable among current agricultural pursuits in Ramona is rapidly growing wine grape production. The 89,000-acre Ramona Valley American Viticultural Area surrounds the town. An American Viticultural Area is a designated wine grape-growing region in the United States distinguishable by geographic features. Although the cost of imported water has been a negative issue in recent years, avocado and citrus orchards are also prominent. Perhaps Ramona's greatest recent claim to fame comes from Thoroughbred horse breeding. The Golden Eagle Farm in eastern Ramona's Ballena Valley was the home of Best Pal, the second-place finisher of the 1991 Kentucky Derby. No California bred race horse has earned more than the US$5.6 million in purses he won. Best Pal is buried on the Golden Eagle Farm. San Diego Country Estates, commonly referred to as the Estates, is an affluent valley resort populace composed of several neighborhoods associated with the unincorporated community of Ramona, California. The Estates is just east of the North County city of Poway, 38 miles northeast of San Diego and 46 miles  from the regional center of Carlsbad. San Diego Country Estates, the largest community. The San Diego Country Estates are home to a large recreation center at Ramona Oaks, the San Diego Country Estates International Equestrian Center and San Vicente Country Club and Golf Resort as well as smaller resorts. Rancho San Vicente is an upscale gated community in the west and the farthest northwest of any community in the San Diego Country Estates. Creekside Estates is also a gated community in the southwest region and east of Rancho San Vicente and the San Diego Country Estates.
